ONE OF THE KEY WORKS IN CATHERINE'S REFORM OF PROVINCIAL GOVERNMENT, promulgated in the aftermath of the Pugachev Uprising. The Empire was divided into provinces and districts on the basis of population statistics, and the allegiance of Nobles was shifted from the central to the local government. In these reforms she made many provisions for improving living standards in the provinces, for instance demanding that each provincial capital have a hospital, and that each county with more than 20,000 inhabitants should have a doctor, a surgeon, and assistants. Sopikov notes a number of issues dated 1775, this is probably the first, with the manifesto dated 12 November 1775. SK 7654; Sopikov 12342.
