An unusual combination of two Presidents. Roosevelt and fellow Civil Service commissioners Charles Lyman and Hugh Thompson "...respectfully recommend[s] the approval of the following for non-competitive examinations...for Charles H. Butler...[and] Frederick H. Howard for promotion into the classified service from the grade of Messenger..." At the bottom, Harrison writes "Approved May 8 1890 Benj Harrison."
