Letter signed ("Theodore Roosevelt") as a member of the U.S. Civil Service Commission, and autograph endorsement by Benjamin Harrison ("Benj Harrison") as President, Washington, D.C., 6 May 1890. 1 page, folio, in a large calligraphic hand, bottom portion lightly soiled.

An unusual combination of two Presidents. Roosevelt and fellow Civil Service commissioners Charles Lyman and Hugh Thompson "...respectfully recommend[s] the approval of the following for non-competitive examinations...for Charles H. Butler...[and] Frederick H. Howard for promotion into the classified service from the grade of Messenger..." At the bottom, Harrison writes "Approved May 8 1890 Benj Harrison."
