CONGRESS AUTHORIZES THE FRANKING OF MAIL BY THE FRAMERS OF THE NEW CONSTITUTION.
A circular letter headed at top "Office of Secretary of Congress," reading: "I have the honor of transmitting to your Excellency... enclosed [not present] sundry resolutions passed since my last by the United States in Congress Assembled -- one empowering the Board of Treasury to contract for the coining of a certain quantity of copper: a second for the sale of the lands already surveyed in the western territory: and a third extending the privilege of sending and receiving letters and packets free of postage, to the Members of the Convention to be held at Philadelphia on the second Monday in May next..."
In April 1787 Congress voted to extend the franking privilege to all delegates in attendance at the historic Constitutional Convention, held in Philadelphia from 14 May to 17 September 1787, to draft the Federal Constitution.
