Fine condition. AMERICAN SEAMEN AND THE NEUTRALITY ACT. With World War II only a few months old, the President responds thoughtfully to Curran's suggestions on American maritime policy: "The probable effect of the Neutrality Act of 1939 upon the employment of seamen -- licensed and unlicensed -- is a matter with which I have been so deeply concerned that immediately upon the convening of the Congress in special session I requested agencies of the Government having to do with the personnel of the merchant marine to study the problem and make recommendations for dealing with it. In weight these recommendations I shall be glad to give serious consideration to your suggestions. I assure you that both on their own account and in the interest of efficient operation of our merchant marine I am anxious that our seamen shall not suffer loss of employment as the result of legislation enacted for the protection of all citizens of the United States against preventable risks of involvement in war."
