A Mississippian, Walker (1801-1869) proved one of Polk's most competent cabinet officers. During the Mexican War he raised private funds, established the independent treasury, and is perhaps best remembered for the Walker Tariff of 1846, which curbed import duties, reduced tariff rates and instituted the practice of storing imported goods in warehouses pending payment of duties.
