Goff, born in New Mexico, studied with Paul Cadmus and Jared French. He exhibited widely during the 1930s and 1940s at institutions such as the Whitney Museum of American Art, National Academy of Design, Pennsylvania Academy of the Fine Arts, San Francisco Art Association and at the Museum of New Mexico in Santa Fe.
