At this stage in the film, Dreyfus has control of the Doomsday machine and has destroyed the U.N. building and, unless Clouseau is killed, he threatens to destroy entire cities. Each member country of the U.N. has despatched assasins to kill Clouseau, who much to their disbelief, remains alive whilst twenty-six assasins are killed.
