According to B.L. Fahlman, Guy Pène du Bois submitted designs to a national competition for a Justice Department building in 1936. The present work may have been the design the artist submitted for review. This design, however, was never realized on a larger scale (Guy Pène du Bois: Painter, Critic, Teacher, Ann Arbor, Michigan, 1981 p. 168).
