Prior to the establishment of the National Banking system, United States (Legal Tender) notes were issued to help unify our currency during the Civil War. As Secretary of the Treasury, Salmon P. Chase was the father of these notes. Nevertheless, two years later as Chief Justice of the Supreme Court, he voted against legal tender status of these notes, one of which bore his portrait.
