Hayes, about to begin the third year of his term, complains that there has still been no reduction in the pressures of his work as President. "I have long delayed writing about the proofs sent me, hoping to be able to complete the reading before doing so. I have read with much interest about one half of the book sent me. I am almost as busy now as I was the first year [as President]. The pressure will probably continue until the end of Congress. I am greatly impressed and delighted by what I have read. It is a capital work. I shall read it all as rapidly as I can...."
