LINCOLN, ABRAHAM, President. Engraved document signed ("Abraham Lincoln") as President, countersigned by Secretary of War Edwin M. Stanton, Washington, D.C., 3 July 1862. 1 page, folio, 490 x 395mm. (19 1/4 x 13 3/4 in.), ON FINE PARCHMENT, blue paper seal of the United States at left, bold heading at top "The President of the United States of America," beneath which an American Eagle and the "E Pluribus Unum" motto fly above billowing clouds, at bottom of large vignette of crosses, flags, cannons and other military paraphernalia, accomplished in manuscript, IN FINE CONDITION. President Lincoln and Secretary Stanton appoint Thomas M. Vincent Assistant Adjutant General with the Brevet rank of Captain for his outstanding "patriotism, valor, fidelity and abilities." Vincent served as Assistant Adjutant General for General Irvin McDowell at first Bull Run, but, from 3 August 1861 until the end of the Civil War, he served in the Adjutant General's office, in charge of the organization and mustering out of volunteer troops.
