This was listed by Robert H. Pratt as an example of the registered rate which had come into effect on September 1, 1863; registered mail was carried in green wrappers and Newfoundland registered covers do not usually bear registered endorsements until the 1880's. Had the cover appeared to have been heavy, then a double rate could have been inferred.
