Chase, Washington, 2 March 1863. 1 page, 15½ x 20¼ in., engraved heading "Abraham Lincoln" over a spreadwing eagle flying above turbulent seas with bold text "President of the United States of America," some browning, upper and lower edges frayed with some loss affecting text of certification on verso, some splitting at central horizontal fold. Lincoln appoints James Curtis "Assessor of Internal Revenue for the 11th Collection District of the State of New York." The document was signed the day before Lincoln approved the controversial national draft.
