Second half 18th century, probably Southern Netherlands
The cylindrical body decorated with an ermine-lined tied curtain surmounted by a feathery panache, one inscribed TABAC ROYAL and the other TABAC RAPPE, the handled modelled as scrolls, the terraced domed covers with baluster finial
