A brief and biting outburst of astonishment: 'il me paroit fort extraordinaire qu'un secretaire d'une administration imprime. Cela est de la folie. le Ministre ne le devoit pas souffrir' [it seems to me absolutely extraordinary that a secretary of an administration should print. It's madness. The Minister should not have allowed it].
