Sir William Vernon Harcourt (1827-1904) of Nuneham Park, Oxford, was recognised as one of the great parliamentary figures of the Gladstonian Liberal period. His political career spanned from 1868 until his death in 1904. He was appointed solicitor-general and knighted in 1873. His greatest notoriety was attained through his extraordinary capacity for popular campaign fighting and was connected with the passing of the Ground Game Act (1880), the Arms (Ireland) Act (1881), and the Explosives Act (1883) as well as being the champion of law and order against the attacks of the Parnellites.
