Heiss, ambassador of the Elector Palatine in Paris, ruined himself through extravagant book acquisitions: his library consisted of circa 30,000 volumes. The introduction to the present sale catalogue states that it was purchased en bloc by the Marquis de Paulmy in 1781 who is selling most of it as duplicates. In 1785 de Paulmy sold his own library to the Comte d'Artois (afterwards Charles X), whose library became the Bibliothèque de l'Arsenal. Graesse II, p. 70; North 301.
