On the 20th July 1945, Stalin and Truman were both in Berlin for the Victory Parade scheduled for the following day. It is impossible to know whether Stalin signed this page at this occasion or at the later date in Potsdam where he was also present with Attlee. It seems likely that Roosevelt signed this page at the first meeting of 'The Big Three' at a conference held in Tehran and Cairo from the 28th November to the 1st of December 1943. The main aim of the conference was to discuss the Italian Campaign and to set the date for Operation "Overlord." During September 1943 Churchill was in America and England. Clement Attlee had been voted as the new Prime Minister of Great Britain five days earlier, on the 26th July 1945.
