Churchill, when under-secretary for the Colonies, spoke at a 'Demonstration' on rural housing which took place at the Theatre Royal, Drury Lane, in 1907. Two days later he wrote to Philip Morrell, who acted as Chairman of Executive, thanking him for his part in the 'admirable success' of the meeting, and for 'the help you gave me in the preparation of my speech upon such a ... difficult & to some extent new subject.' The intention of the Government was to 'introduce drastic measures for dealing with the Land and Housing problems'. (2)
