McKelvey was born in Belfast in 1895, the son of a painter and decorator. He began exhibiting at the Royal Hibernian Academy in 1918, was elected an Associate in 1923 and became a full member in 1930. The Ulster Academy of Arts was founded in the same year, and McKelvey was one of its first Academicians. In 1923, The Studio, opined that the best painters in the North at that time were a distinct group, made up of Paul Henry, J. Humbert Craig and McKelvey, commenting that their paintings [were] 'always most obviously sincere, closely observed, firmly and cleanly handled' (see T. Snoddy, Dictionary of Irish Artists 20th Century, Dublin, 1996, p. 299).
