Lloyd George had brought Churchill back into government as Minister of Munitions in July 1917, principally in order to neutralise him as an opposition force, and in the teeth of hot opposition from Bonar Law. He flung himself however into a reorganisation of the department and the quelling of threatening industrial unrest with characteristic energy.
