"THE GREATEST LEGISLATOR THE WORLD OF LIBRARIANSHIP HAD YET SEEN" (DNB)
A SUPERB COLLECTION OF PAMPHLETS, MANY RELATING TO ITALIAN POLITICS, ART AND CULTURE, COLLECTED BY THE CHIEF LIBRARIAN OF THE BRITISH MUSEUM LIBRARY. Antonio Genesio Maria Panizzi fled his native Italy after the short-lived revolution in the kingdom of the Two Sicilies. He published a book in Switzerland criticizing Francesco IV's oppressive regime, which caused the Italian government to condemn him to death in absentia. In 1823 he moved to England and became a British citizen in 1832. On his arrival, the Italian poet Ugo Foscolo (who is represented in the pamphlets here), gave him a letter of introduction to the Liverpool banker William Roscoe. Moving to Liverpool, Panizzi became instructor of Italian and in 1826, through the introduction to Lord Chancellor Henry Brougham, he became professor at the newly-formed University of London. Brougham also got him his first post at the British Museum Library and fostered his career there.
Panizzi served as Assistant Librarian (1831-37), Keeper of Printed Books (1837-56) and finally Chief Librarian (1856-66). As Keeper of Printed Books, Panizzi expanded the collection from 235,000 to 540,000 volumes, making it the largest library in the world. The famous circular reading room was designed and built by Sydney Smirke from a sketch by Panizzi (Smirke's account of the life of C.R. Cockerell is found in vol. 27). Panizzi also undertook the creation of a new catalogue, based on the "Ninety-One Cataloguing Rules" (1841) which he devised with his assistants. It has served as the basis for all subsequent catalogues, including the ISBD. He also is responsible for the writing of the copyright law, which requires that publishers give a copy of every printed book to the library. For his services at the library, he was knighted by Victoria in 1869.
Panizzi was a personal friend of British Prime Minister Lord Palmerston and William Gladstone, Sardinian Prime Minister Count Camillo Benso di Cavour, the numismatist W.S.W. Vaux, the philologist Thomas Watts and the French archaeologist and writer Prosper Merimee. In 1844, Panizzi also assisted Giuseppe Mazzini, then in exile in London, by publishing an influential article denouncing the practice ordered by the Home Secretary of ordering Mazzini's private letters opened by the Post Office and giving copies of their contents to the Austrian Embassy. He orchestrated a visit by Giuseppe Garibaldi to England. The present collection of pamphlets reflects this wealth of experience and influence, and includes numerous presentation copies from many of his primary associates. Among Panizzi's own writings in the collection are four pamphlets dealing with the embittered affair of the Royal Society library catalogue, Sir Frederick Madden, Panizzi's frequent antagonist at the British Museum, makes a solitary appearance. The set was given by Panizzi's godson, Louis Fagan, to The Reform Club in 1880 on the completion of his biography of Panizzi. A catalogue of the collection was printed for the Club in 1920. A symbol of Liberalism in London, the Reform Club counted among its members Joseph Hume, George Grote, Prof. E.S. Beesly, Louis Fagan, G.E. Buckle, Sir Edward Sullivan, Sir Henry Irving, Samuel Plimsoll, and Sir Charles Dilke. The library at the club was formed under Panizzi's guidance in 1841. (27)
