This letter is extremely difficult to read, but appears to be a letter written by one Muhammad Shaf'i to a high official which refers to an edict regarding paper. This may be Muhammad Shaf'i al-Qazwini, a royal scribe who died in AH 1121 (1709 or 10 AD) or Muhammad Shaf'i al-Husayni al-Harawi, a shikasteh scribe of the second half of the 17th century.
