It is likely that this portrait depicts Sir Edwin Chadwick (1800-1890), noted for his work in reforming the Poor Laws in the mid-19th century. It is possible that the inscription on the scroll in this painting refers to his report on The Sanitary Condition of the Laboring Population published in 1842.
