Lot Essay

Locker was born in Kent and entered the Navy Pay Office in 1795. In 1804 he was appointed Civil Secretary to Admiral Sir Edward Pellew, and accompanied him on his tour of duty as Commander-in-Chief of the East India station from 1804-1809. After returning to England, he was appointed Secretary of Greenwich Hospital in 1819 and was civil commissioner there from 1824-1844. He organised the establishment of the gallery of naval pictures at Greenwich and contributed works from his own collection to the first loan exhibition at the Old Water-Colour Society.
