CHURCHILL, Winston S. Autograph letter signed to [Lord Edward] Cecil, Colonial Office, 28 February 1908, marked 'Secret', asking him privately whether he would be prepared to accept the post of Governor of British East Africa (modern Kenya), one of 'unusual difficulties and opportunities', particularly in view of the 'vast Native population' combined with Asian immigrants and a 'small, but already powerful colony of settlers' and great possibilities for economic development; the post is not currently vacant, but Churchill wishes to prepare his advice to the secretary of state, 3½ pages, 8vo, bifolium (minor soiling).
Cecil was the son of the former prime minister, the Marquess of Salisbury; he was at this time serving in the Egyptian administration, where he was to remain until 1918.
