A FINE WASHINGTON FRANKING SIGNATURE in a letter, written at the end of the hard winter encampment at Morristown, N.J., asking Biddle not to resign his commission as quartermaster general. "The Department you filled is a very important one," Washington told him, "and on a proper discharge of its duties our abilities to move in case of active operations will greatly depend..."
