This firman is addressed to all the officials, amirs and people of Samarkand, and appoints a certain Mulla [?] Khwaja Khan as the mutasaddi, a finacial administrator, of the city.
Imam Quli Bahadur Khan (r.1611-1641) was the third ruler of the Janid or Astrakhanid dynasty which ruled much of Central Asia from their capital at Bukhara. This firman is dated from the first year of the reign of Imam Quli who was pre-occupied with re-establishing a functioning bureaucracy in the wake of the turmoil which surrounded his predecessor Vali Muhammad Khan's (r.1605-1611) attempts to reform the tax system which ultimately led to his downfall. Imam Quli became blind towards the end of his life. He decided to abdicate in favour of his brother and went on pilgrimage to Mecca where he died.
