The grant is issued on the advice of Thomas, 6th Earl of Ossory, deputy general and general governor of Ireland, and of Sir Edward Smyth, Chief Justice of the Common Pleas in Ireland, Sir Edward Dering, Sir Winston Churchill and Edward Cooke, commissioners for putting into execution the act 'for the better execution of his Maiesties gracious Declaration for the settlement of his kingdom of Ireland & satisfaction of the severall Interest of Adventureres Souldiers & other his Subiect there' and a related act.
