CLEANING UP ONE OF SIMON CAMERON'S BLUNDERS. Lincoln tells Cameron's successor, Edwin M. Stanton, "Respectfully submitted to the Secretary of War. This is a very meritorious case, and I hope Capt. McKay may be set right." McKay, a Chicago native, was serving as a quartermaster under Illinois auspices in 1861, when he was instructed to turn over all property under his control to the U.S. Army. He resigned his Illinois post and Simon Cameron told him he would receive the first available quartermaster position in the regular army. Nothing happened and now McKay found himself receiving a War Dept. summons to join General Fremont's staff in St. Louis, before having received his appointment and commission as promised.
