Engraved document signed ("Abraham Lincoln") as President, countersigned by Secretary of the Navy Gideon Welles, Washington, D.C., 12 March 1863. 1 page, folio, ON PARCHMENT, intact orange Navy Department paper seal at bottom, bold heading at top "Abraham Lincoln President of the United States of America," an eagle with outstretched wings above, a classic scene of Poseidon's horse-drawn chariot at bottom, accomplished in manuscript, small hole at top, otherwise fine. THE APPOINTMENT OF WILLIAM MCKEAN TO COMMODORE. William McKean (1800-1865) gave service to the United States Navy throughout his life, enlisting as a midshipman at the age of 14. He served in the Mediterranean, the West Indies and off the coast of South America before commanding his own vessel in the Mexican War. He commanded a blockade ship off the coast of Charleston during the Civil War until an illness forced his retirement, after which he received this final promotion to commodore.
