The arms are those of Peach quartering Small with Cockburn in pretence and accollée. Cf. D.S.Howard, p.346, where the author suggests that the central scene is unique for armorial porcelain. Samuel Peach, for whom this service was made, was a director of the East India Company between 1773 and 1784
