Rectangular, applied at one end with yellow gold bands and swags, the garlands supported by collet-set diamonds and a sapphire the interior with Russian inscription reading, "To our dear supervisor G.F. Ostrovsky, with our sincere esteem from his loyal fellow employees at the Arkhangelsk Customs House, February 24, 1916"
