One page, folio, 372 x 266 mm. (14¾ x 10½ in.), printed ON PARCHMENT, calligraphic text headed "By the President of the United States," finely engraved with a large vignette of a fully-rigged ship, and a large light-house on a rocky islet with a port city visible in the background, original papered seal of the United States at lower-left, accomplished in manuscript, scalloped top edge, some minor spotting.
