An attractive cover bearing a large franking signature. Hiram Barney, to whom the cover was sent, was appointed Collector of the Port of New York by Lincoln in March 1861. Lincoln kept him in that post in spite of mounting criticism and calls for Barney's removal, although he did replace him in 1864. The letter enclosed was very possibly written in response to Barney's letter to Lincoln, 6 September 1861, recommending an army appointment for one Lewis B. Parsons. For Lincoln's communication with Simon Cameron regarding that appointment, dated 17 September, see Collected Works ed. R.P. Basler, 4:526. It is likely that Lincoln would have acknowledged Barney's letter soon after receipt, and this would be consistent with the cover's September 18 postmark. No letter of that date is recorded in Basler, nor Supplements.
