("Tip") O'Neill, Washington, D.C., 22 January 1981, 1 page, 4to, Speaker's stationery, explaining that on Inauguration Day, Reagan had been "escorted to the Speaker's Office (room H-206) to await the start of the parade. While in the Speaker's Office, he signed fifteen Free Frank Presidential Inaugural covers...[They] were then hand carried to the Post Office Department...and the covers were hand cancelled by authority of Postmaster General William Bulger..."
