FDR APPOINTS JOHN L. LEWIS, POWERFUL LEADER OF THE UNITED MINE WORKERS, TO THE NEWLY CREATED NATIONAL LABOR BOARD

A formal letter: "Upon joint recommendation of the Labor Advisory Board and the Industrial Advisory Board of the National Recovery Administration I have created a National Labor Board to function under the National Industrial Recovery Act as an agency to investigate and pass upon the merits of controversies concerning or arising out of labor relations, which may operate to impede the efforts of the government to effectuate the policy of that Act. I have appointed you as a member of the National Labor Board and will appreciate deeply your acceptance of the responsibility thus imposed upon you as a most important contribution to public service..."

The National Recovery Administration was established in 1933 to revitalize business by suspending antitrust laws and legalizing price fixing to encourage greater cooperation among businesses. In return for these benefits, businesses were required to improve working conditions, increase wages, shorten work hours, recognize labor unions and end child labor. The NRA, however, was declared unconstitutional by the Supreme Court in 1935 since it fostered monopolies.
