Withers, in grateful recognition of the justice and wisdom which marked his support of jetty enterprise in the United States Senate, this history of the work is respectfully presented by his friend Jas. B. Eads."
James B. Eads (1820-87), American engineer and inventor, proposed the jetty system to Congress in 1879. Among his other accomplishments, he invented the diving bell and built the bridge that bears his name across the Mississippi at St. Louis. An important association copy.
