The monogram is that of Grand Duchess Anastasia Mikhailovna (1860-1922), the grand-daughter of the Emperor Nicholas I. She married in 1879 the Grand Duke Friedrich Franz III of Mecklenburg-Schwerin.
This service was presumably ordered as a wedding gift.
