Educated at Eton, Locker entered the Navy Pay Office and became Civil Secretary to Lord Exmouth, in whose employ he travelled to the East Indies and the Mediterranean. He became secretary of the Greenwich Hospital and later published Memoirs of Celebrated Naval Commanders, illustrated by Engravings from original pictures in the Naval Gallery of Greenwich Hospital, London, 1832.
