CHASE RECALLS LINCOLN'S FIRST READING OF THE EMANCIPATION PROCLAMATION
Writing to an early biographer of Lincoln, Chase recalls the celebrated occasion on which Lincoln read a chapter from the humorist Artemas Ward to the assembled cabinet, just before he read them the first draft of the Emancipation Proclamtion: "The chapter of Artemas Ward was read just before the Proclamation on the 22nd September. I have just read over my notes of what was said & done at that meeting of the Heads of Departments; and am strongly inclined to have the President's remarks copied and sent to you. Nothing prevents save some doubt whether it can be properly done even in confidence. They do honor to him as a man, a patriot & a statesman -- great honor."
