Taylor, who is "not authorized to discharge recruits of [his] command who may have been rejected by a Board of Inspectors," decides to retain "Kavenaugh, Foster and Williams (recruits of that description) at this post until the accesion of the Genl. in Chief, in regard to them be made known."
