A legal opinion regarding jurisdiction in a dispute over British (Tory) property. he Subject mentioned in yours...lies within the Department of the Commissioners for the Sale and Preservation of British Property over whom you only have the controlling Power...there being a Difference of Opinion between you and the Commissioners... We do not choose to interfere in the Matter, especially as we have not a competent knowledge of the subject." Paca was appointed Federal district judge by Washington in 1789, he served until his death in 1799. One of the less common Signers in letter form.
