His inscription comes from the events of the Apollo 7 launch where surface winds exceeded the rules with a speed and direction that would bring the CM to a land landing in the event of an early launch abort. The block I couches could cause severe crew injury during a land impact. However, "GO" fever ruled the day and launch occurred despite the winds.
