LINCOLN REVERSES A PAYMASTER APPOINTMENT

The President issues instructions regarding a paymaster appointment, leaving a blank for the addition of the name of one individual: "Please oblige Hon Mr O'Neill by sending Pay Master [blank] South, instead of Pay Master Richie now ordered there." It appears that this letter was never transmitted and remained in the possession of O'Neill, who presented it 22 years later, to a lady. His letter reads: "It affords me very great pleasure to send you the enclosed note written by our late President Abraham Lincoln while I waited sitting by his side...I am about to leave for Philadelphia the House having adjourned over until Tuesday..." We have not been able to identify O'Neill, who is not recorded as a member of Congress in the Biographical Dictionary of the American Congress.
