LINCOLN, ABRAHAM, President. Engraved document signed ("Abraham Lincoln") as President, countersigned by Secretary of War Simon Cameron, Washington, D.C., 3 August 1861. 1 page, folio, very faintly yellowed in places, otherwise very good, PRINTED ON FINE PARCHMENT, light blue paper seal of the United States at left, bold heading at top "The President of the United States," beneath which an American eagle and the "E Pluribus Unum" motto fly above billowing clouds, at bottom a large vignette of crossed flags, cannon and other military paraphernalia, with small legend "Engraved by C.H. Throop, Wash. City," accomplished in manuscript, light discoloration, else fine. President Lincoln and Secretary Cameron appoint Thomas M. Vincent Assistant Adjutant General with the rank of Captain for his "patriotism, valor, fidelity and abilities."
Vincent served as Assistant Adjutant General under Irvin McDowell at first Bull Run, then from 3 August 1861 until the end of the war was in the Adjutant General's office, in charge of the organization and mustering out of volunteers. He retired from in 1896 as Colonel and Brevet Brigadier General.
