Captain Charles Ogilvie Halliday was born in India in October 1867 and gazetted to the Royal Engineers as a 2nd Lieutenant in November 1889, direct from the Royal Indian Engineering College. Advanced to Lieutenant in November 1892, he served in the Chitral Relief Force as C.O. of No. 6 Company, Bengal Sappers and Miners and was present at the action in the Malakand Pass, and afterwards in the Tirah and Punjab Frontier operations of 1897-98 in the Bazar Valley and Khyber Pass, latterly in command of a 'Flare Light Detachment'. Halliday was advanced to Captain in August 1900 and awarded the Delhi Durbar Medal in 1903 for his part in the design and installation of electric lighting in Central Camp and Delhi Fort. He died of heart disease at Poona in October 1906.
