Presumably King Philip V (1683-1743) and his second wife Isabella Farnese whom he married in 1714. The arms however are not his but are extremely close to those of his uncle Charles II [Hapsburg] whom he succeeded in 1700. Isabella Farnese is celebrated as a collector of fans.
