Note: Postal Regulation 28 of 1808 required that "with a view of preventing the suppression of private letters, and the missappropriation of their postage, it is directed that, in future all receipts granted at the Post Office for letters delivered in, either the Presidency or Subordinates, shall be upon paper specifying the rate of single postage, date of letter delivered, place of destination and size of letter, i.e., whether single, double or more"
