Dr. Bernhard Schnackenburg has kindly confirmed the attribution, pointing out that the brown wash may have been added by Cornelis Dusart, a pupil of Isaac's brother Adriaen. After Isaac's early death his drawings passed to his brother, who in turn left the drawings in his studio to Dusart following his death in 1685.
